They actually made the generator code public with a MIT licence: github link.
I made my own version by condensing everything into a single HTML file so I could run it offline on my phone. github link
A number of people have told me that my tool is completely useless since the government website actually works very well to generate your papers, but it had to be done, if only for the principle of it.
The development process was copy/pasting javascript code until it worked.
